I really enjoyed the Friedman and Nissenbaum article, mostly because lately I have felt myself to be the victim of bias in computer systems more than once in more than one context. As one example, I got a new modem/router to facilitate my internet access at home which I share with my friend and roommate. Using our old router we had no cause to complain of how it portioned up wi-fi bandwidth. Our new router operates in a palpably different manner and has sparked conflict in our apartment which looks much like the Multilevel Scheduling Algorithm (MLSA) difficulties described in this article (p. 339).
Comparing the two routers using the terms of this article, it seems that our old router had no bias at all between bandwidth-intensive activities (such as video streaming) and less intensive activities (library searches); if two users were active they each got 50% of the bandwidth, meaning that library searches could happen quickly and video downloading took a little more time. Our new router is quite obviously bias toward bandwidth-intensive activities, giving much more than 50% of the available bandwidth to users engaged in activities such as video streaming. Of course, being biased toward intensive activities, over time this means that more downloading will occur during any given period and that we are more likely as a group of users to go over our monthly quota and be required to pay extra.
This now becomes a question of whether this bias is pre-existing (that my ISP did this on purpose in an attempt to extract more money from us) or technical (that the algorithm is simply different and was perhaps designed without mind to a group of users with markedly different browsing/internet habits). Anyone care to weigh in on which they think it might be? If this situation sounds familiar, care to call out the ISP I'm talking about?
